Today i started the engine up after a while and noticed that despite being in Neutral, the speedometer indicated anything between 0 and 20 km/h - on and off. What's going on? Also, I think the rev counter is "dragging" - in other words it seems as it does not react as fast as the engine revs. Any suggestions?

The rear wheel was not turning. Where are the electrical connectors located?
