The top clamp has less ofset than the lower clamp. Its quite a common practice to increase trail depending on what the model is used for while retaining the same frame. Like an older airheads R80 RT, GS used the same frame with different forks and tripple clamps to change the characteristics of the bike. I think you will find the Ks have about 1.5deg more on the forks as to the frame steering head.
